Enforcement Department Overview:

The Enforcement Department is engaged in a variety of tasks, focusing on parking management, traffic enforcement, permit issuance, and monitoring. Their responsibilities extend to enforcing Nadi Town Council By-Laws and are granted authority under the Land Transport Act 1998 and the National & Trade Measurement Act 1989.

Role of Enforcement Officers:

  1. Enforcement of By-Laws:
    • Addressing issues related to noise, street activities, encroachment, roadside establishments, and litter as outlined in Nadi Town Council By-Laws.
  2. Traffic Cases:
    • Booking and preparing traffic cases authorized by the Land Transport Act (LTA).
    • Executing warrants and handling complaints, reporting damages to Council property.
  3. Parking Meter Oversight:
    • Reporting discrepancies to Parking Meter Technicians.
    • Ensuring all parking meters are operational and repairing defective ones, authorized by the National & Trade Measurement Act 1989.
    • Collecting and counting Parking Meter Tolls with assistance from the Accounts Department.
  4. Monitoring Activities:
    • Monitoring illegal operations of taxis, minibuses, and carriers regarding vehicle registration and permits.
    • Serving notices and summonses on behalf of other departments.
    • Monitoring various activities, including Open Air services and outdoor sales.
    • Issuing noise abatement orders to control loud music or noise.

Parking Meter Functions:

  1. Booking of Expired Parking Meters:
    • Officers in three zones monitor and book vehicles parked at expired meters.
    • Daily booking records are submitted for recording.
  2. Parking Meter Repair:
    • Authorized technicians handle the repair of meters.
    • Verification and approval of complaints about faulty meters by various officers.

 

Other Offenses:

  1. Various offenses such as illegal parking, stopping, and improper operation are monitored and enforced by officers.
  2. Drivers are booked, fined, and given 90 days to pay.

Traffic Infringement Notice:

  • Issued to offenders committing offenses on the road under Section 92(1) of the Land Transport Act 1998.
  • Authorized officers (LTA/POLICE or Municipal) are liable for the issuance.
  • Contains information about the alleged offense and the fine amount.
  • Objectives include enforcing traffic safety laws, deterring illegal activities, and regulating motor vehicle use for safety, environmental protection, and law enforcement.

Permit Issuance:

  1. Permits for indoor broadcasting, outdoor sale, and outreach are issued and monitored.
  2. Officers ensure compliance, and permits may be cancelled if conditions are not followed.

Monitoring Vehicles:

  • Oversight of taxis, minibuses, carriers, and buses, with particular attention to challenges related to illegal operations.
